Plan de Desarrollo Local Concertado - PDLC - Dimensión Ambiental
Los Olivos, distrito ubicado en Lima Norte de Perú se caracteriza por un clima semicálido y seco, con alta humedad relativa, lo que favorece condiciones ambientales estables para el desarrollo urbano. Asimismo, el distrito se caracteriza por su dinamismo urbano y rápido crecimiento poblacional.
El desarrollo de su dimensión ambiental, como parte de la caracterización del distrito para la formulación de su PDLC, permitió abordar los siguientes puntos clave:
1. Condiciones Naturales y Ecosistemas
2. Gestión de Recursos Naturales
3. Gestión de Residuos Sólidos
4. Calidad ambiental y control de la contaminación
5. Educación y Participación Ambiental
Cada documento ofrece un análisis detallado para impulsar un desarrollo local concertado sostenible, resiliente y consciente del entorno y forman parte de un enfoque sistémico para orientar políticas locales.

Caribbean Countries - Biodiversity and Ecosystem services
In the IPBES (Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services) framework, indirect drivers are the underlying causes that shape or influence the direct drivers of biodiversity loss (like deforestation, pollution, or overfishing).
They are called “indirect” because they operate through social, economic, political, and cultural systems rather that acting directly on nature.
These documents analyze the indirect drivers of biodiversity loss in Caribbean countries - Antigua and Barbuda, Cuba, Dominica, Dominican Republic, Grenada, Guyana, and Trinidad and Tobago - across four main indirect drivers:
1. Demographic and Socio-cultural: population, growth, urbanization, changing cultural values and pressure on natural resources.
2. Economic and Technological: economic growth patterns, trade dynamics, and technology adoption influence resource use intensity, and environmental impacts.
3. Institutions and Governance: quality of governance, policy frameworks, and institutional capacity determine how effectively biodiversity and ecosystems are managed and protected.
4. Conflicts and Epidemics: social unrest, resource-based conflicts, and health crises disrupt conservation efforts, governance systems, and sustainable resource management.

From “Zero Fire” to Smart Fire: Brazil´s New Era in Fire Management
The document traces the evolution of Brazil’s fire management policies, highlighting a shift from a blanket “Zero Fire” suppression approach to a more nuanced Integrated Fire Management (IFM) system. It emphasizes the ecological, cultural, and legal dimensions of fire in Brazil’s diverse biomes. This executive summary explores the six major biomes of Brazil and their relationship with fire, then traces the policy transition from 2008 to 2024 toward the National Policy for Integrated Fire Management. It also examines the role of fire brigades and their multilevel coordination, involving a multilayered network of state-level military firefighters, federal environmental agencies, and volunteer/community brigades.
Bridging Law and Landscape: A Policy Brief on the EU Nature Restoration Law for Irish Stakeholder
For this project, I developed a targeted policy brief for Irish environmental researchers and local land managers. The brief synthesized key legal obligations under the proposed EU Nature Restoration Law and contextualized them within Ireland’s unique ecological landscape, focusing on biomes, stakeholder challenges, policy navigation.
The brief aimed to support evidence-based decision-making and guide collaborative planning among Irish stakeholders navigating the new legal framework.

Estrategias nacionales para un tratado global sobre plásticos: planificación, financiamiento e imple
Esta nota proporciona orientación sobre el desarrollo de planes de acción nacionales, la movilización de recursos financieros y técnicos, y el establecimiento de sistemas de monitoreo robustos. Basándose en lecciones de implementación regionales y locales, enfatiza el papel de la coordinación intergubernamental, el apoyo a los actores subnacionales y la integración de sectores informales de residuos. El documento también subraya la necesidad de una formulación de políticas basada en datos a través de indicadores estandarizados e informes transparentes. En conjunto, estos elementos forman un marco integral para traducir los compromisos internacionales en políticas nacionales viables, equitativas y sostenibles.
Cerrando las Brechas Hacia la Gestión Segura y Sostenible de los Residuos Plásticos
Esta nota describe consideraciones políticas críticas, enfatizando la necesidad de un enfoque integral que integre la protección ambiental con la justicia social. Se centra en dos prioridades: salvaguardar los derechos de los trabajadores informales de residuos, y abordar las vulnerabilidades únicas de los Pequeños Estados Insulares en Desarrollo (SIDS siglas en inglés). Al cerrar la brecha en los marcos internacionales y promover soluciones inclusivas y equitativas, el documento ofrece un plan para un tratado que sea tanto efectivo como justo.
Identificación de químicos y polímeros problemáticos en el plástico
Esta nota examina la carga tóxica incorporada en el plástico, destacando cómo más de 13.000 químicos asociados —muchos peligrosos y pobremente regulados— representan amenazas crecientes para la salud humana, los ecosistemas y las comunidades en primera línea. Con evidencia científica que vincula los aditivos plásticos con la disrupción endocrina, el cáncer y el daño ecológico, el documento establece vías políticas factibles, incluyendo el desarrollo de un inventario químico global de plásticos y sistemas de divulgación obligatoria. Esta nota proporciona información sobre por qué identificar y eliminar gradualmente los químicos y polímeros problemáticos no es solo un imperativo técnico, sino una prioridad de salud pública y justicia ambiental.
National strategies for a global plastic treaty: planning, financing and implementation
This note provides guidance on developing national action plans, mobilizing financial and technical resources, and establishing robust monitoring systems. Drawing on regional and local implementation lessons, it stress the role of intergovernmental coordination, support for subnational actors, and integration of informal waste sectors. The document also underscores the need for data-driven policymaking through standardized indicators and transparent reporting. Together, these elements form a comprehensive framework for translating international commitments into actionable, equitable, and sustainable national policies.
Closing the Gaps Towards the Safe and Sustainable Management of Plastic Waste
This notes outlines critical policy considerations, emphasizing the need for a comprehensive approach that integrates environmental protection with social justice. It focuses on two priorities: safeguarding the rights of informal waste workers, and addressing the unique vulnerabilities of Small Island Developing States (SIDS). By bridging the gap in international frameworks and promoting inclusive, equitable solutions, the document offers a blue print for a treaty that is both effective and fair.
Identification of Problematic chemicals and polymers in plastic
This note offers an examination of the toxic burden embedded in plastic highlighting how over 13, 000 associated chemicals - many hazardous and poorly regulated - pose growing threats to human health, ecosystems, and frontline communities. With scientific evidence linking plastic additives to endocrine disruption, cancer and ecological harm, the document lays out actionable policy pathways, including the development of a global plastic chemical inventory and mandatory disclosure systems. This notes provides insights into why identifying and phasing out problematic chemicals and polymers is not just a technical imperative—but a public health and environmental justice priority.
